By what he means that books could get them half out of their cave is that if they read books they will educate themselves. They will learn from other people's mistakes and wont commit the same ones. Montage calls his society is a "cave" because they don't know anything, they just know what everybody wants them to know. In a cave you don't see whats happening around you or with other people. If you read books you learn about what other people have done and maybe we could relate to that and learn from what they did.
